Board tables Riverfront Circus request to fully close river access; suggests compromise

A previously approved Riverfront Circus returned to the board seeking to close the actual entrances to the river during the event on Sept. 21–22. Todd Robinson (first appearing SEG 141) explained that the organizers now want to restrict river access entirely for patrons, a change from the prior agreement that left river ingress open to the public.
City staff raised concerns about the scope and timing, noting that the event spans two days and that people may use the river earlier in the day. Todd suggested possible offsets such as blocking only the very lower part of the plaza used by patrons, leaving some public access while restricting vehicle movement in the seating area.
A board member who said the organizer (identified as Explorer Evansville/the convention and visitors bureau) had encountered permitting difficulties recommended tabling the request to allow staff to work with organizers and present alternatives. The board approved other event barricade requests (DCI marching competition and Kids Fest) and tabled the circus full-closure request for follow-up.
