Council adopts $5.95 million bond for paving and approves redevelopment plan; multiple ordinances and resolutions carried

Beginning the evening’s ordinance business, the council opened and closed public hearings and carried a series of ordinances and resolutions by voice vote.

The council adopted Letter A, a bond ordinance authorizing the appropriation and issuance of bonds of up to $5,950,000 to finance various public improvements — described in testimony as paving projects across Woodbridge Township. The public hearing on Letter A was opened and then closed and the ordinance was adopted and submitted to the mayor for approval as required by law.

Letter B, an ordinance to de-annex lands known as Block 23.05 Lot 1, was taken up on second and third reading, opened for public comment and adopted; speakers said the property is in Kaysby and is related to a committee overseeing the Kaysby development plan. Letter C, adopting an amended Port Reading Avenue Area 3 redevelopment plan, was opened, received no public comment and was adopted and submitted to the mayor.

Letters D and E were passed on first reading and council authorized publication of notice of public hearings to be held Nov. 26 (as read into the record). The council listed 25 resolutions, pulled item 24 for separate handling and approved by consent resolutions 1–23 and 25. Two council members announced abstentions (one on resolution 25 and another on resolution 21). No roll-call tallies were recorded in the transcript; votes were carried by voice.
