Subcommittee to refine package 3 and scope potential package 5; acoustics and governance options slated for December

The subcommittee discussed next steps for construction management, upcoming funding decisions and committee governance.
Wendy (construction management) described how content outlines already approved for packages 1 and 2 will feed into package 3 and said staff will return in December with a priced list of additional items for a potential package 5, which could include a public‑facing website, tour booklets and additional physical elements for conference rooms and public meeting spaces. "We're working with DI and we'll come back to you in December with what that list is, to enter into a change order," Wendy said.
Committee members also outlined an acoustics plan. Dave Webb and the acoustics consultant (Trainer) delivered an updated proposal and will present design details in December, including sound reinforcement upgrades, acoustical absorption materials and potential mechanical solutions that may be funded through major maintenance. Dave said some microphone replacements and other minor adjustments have been made but larger speaker or white noise solutions remain for future work.
Staff discussed governance and a potential memorandum of understanding to make the subcommittee a recommending body for the Management Council and State Building Commission on visitor services, exhibits and wayfinding. Management Council and the governor's office have expressed support for that approach, staff said, and the subcommittee will draft the MOU language as part of next‑step planning.
Curation policy and gifted items also received attention; members noted that donations often raise broader curatorial and space issues. Nathan (curator) said he will prioritize draft curation policies for committee review.
Next steps: staff will prepare cost estimates for package 5 items, circulate graphic panels and content for review, and present acoustics design options at the December meeting on Dec. 17.
