Council on Sept. 17 authorized a professional services agreement with Amtrak to support replacement work on the Washington Street bridge that carries Amtrak lines over the roadway. The solicitor explained the project will require extensive borough staff and engineering review because water lines and borough infrastructure are affected; Amtrak proposed an escrow arrangement so borough staff and the borough engineer are paid from Amtrak funds rather than borough funds. The solicitor said the initial escrow amount would be $50,000.
Council also authorized the borough council president to execute all documents associated with a PennDOT Multimodal Transportation Fund (MTF) agreement. Council members asked to see documents before signatures are finalized, and staff said resolutions and the paperwork will be brought forward for members to review; the borough manager or authorized official would sign documents after the council vote.
Both motions passed unanimously; council emphasized they did not want to delay Amtrak's schedule and that any borough staff time would be reimbursed via the Amtrak escrow arrangement.
