City outlines $25 million parks capital program, new parks operations model and master‑plan steps

Council confirmed earlier approvals of engineering task orders for Old Stagecoach road bond projects that support park access. Lopez emphasized maintenance and O&M budgeting tied to new build footprints and proposed performance metrics to guide resource allocation.
Councilors praised the emphasis on staff training, shade and safety design, and integration of environmental stewardship. Staff will advertise RFPs (park landscape architecture, master plan) and return with design proposals and construction timelines.
