Council discussed structure and resource needs and settled on a standing committee (created by resolution) of seven members, following the city’s boards and commissions policy, with a minimum age requirement of 55. Council decided not to initiate an RFQ for a comprehensive study at this time; instead the new committee may recommend a study after it assesses needs.
Motion to create the committee with the stated terms passed 7–0. Staff will draft the required resolution and committee scope and return to council for finalization and appointment process.
