Fairview planning commission reviews Tree City USA application, seeks code updates and planting strategy

Why it matters: staff said the designation provides a formal framework for community forestry efforts and can strengthen grant applications. Staff described qualifying expenditures that count toward the $2 per-capita threshold — planting, maintenance, removal, staff training, memberships and relevant staff salaries — and noted that, based on a 2023 population just over 10,000, the city would need to show roughly $21,000 in qualifying tree spending for the year to meet the requirement.
What commissioners emphasized: members urged the city to update its street-tree list to avoid monocultures and plant species better suited to current and projected climate conditions. Several commissioners recommended starting with lower‑effort, high‑benefit steps — updating lists and planting/pruning guidance, improving signage and community education, and using the GIS story map staff is preparing to target planting in areas with lower canopy cover.
Staff response and next steps: the presenter said the Tree City USA minimum requirements are low and that larger regulatory changes would be a council decision. Staff plans to present the commission’s feedback to the City Council at a December work session and said the city is considering applying in 2025; if the city is designated, staff suggested project implementation could begin in January 2026. The presenter also noted that the Arbor Day proclamation must be made in the year of application to satisfy the program’s rules.
Budget and operations: commissioners asked whether the current biennium budget can absorb work tied to the designation and whether the city contracts or keeps an arborist on staff. Staff said there is a line item for tree planting in the current biennium budget and that the city contracts with tree-care firms for evaluations when needed; staff also said partnering with nearby jurisdictions or contractors is possible for arborist expertise.
Community considerations: commissioners discussed differentiated approaches for different park types (formal parks versus natural wooded areas), handling invasive species such as English ivy, and clarifying who is responsible for replanting when trees on public land are removed. Staff said the program would provide guidance to improve replanting practices and that some public-park tree removals are not currently replaced routinely.
What’s next: staff will present the commission’s feedback to the City Council at its December work session; the commission identified updating the street-tree list, pruning guidance and the GIS mapping project as priorities. The council must adopt an Arbor Day proclamation in the year the city applies for Tree City USA; staff indicated the application process is expected in 2025.
