Chief Development Officer (Miss) McCollum said Austin Habitat already has about 48 Kyle households on a waiting list and that typical eligible repairs include accessibility modifications, plumbing, roofing, pest mitigation and accessibility features. The recommended pilot cap is $10,000 per household in year one (the agency’s broader program may fund up to $20,000 in other contexts). Eligibility will follow Austin Habitat’s owner‑occupied rules and income limits; households must be located inside Kyle city limits.
Council discussed whether the program should also fund demolition or city code‑enforcement removals of dangerous structures; staff said those issues are distinct from a repair pilot and may require separate code enforcement or targeted assistance programs. Councilors also discussed potential CDBG funding as a future source and the need for detailed reporting so staff and council can seek funding increases if demand is high.
The motion to implement the pilot and partner with Austin Habitat passed 6–1. Staff will return with application counts, a list of repairs completed, and recommended budget changes for subsequent fiscal years if the pilot requires expansion.
