Council authorizes $10 million in on-call construction contracts for utility upgrades

The Sandy City Council authorized the city manager to execute on-call master construction contracts with James W. Fowler Company and R.L. Reimers Company for drinking-water and wastewater facility minor upgrades, with a combined maximum fee of $10,000,000 ($5,000,000 per firm).
Staff explained the on-call contract approach is an OAR-compliant procurement used to assemble a pool of contractors who can be assigned discrete task orders. The contracts will allow the city to quickly issue work orders for multiple smaller projects at the wastewater treatment plant, collection system repairs, pump-station work and other improvements listed in the meeting packet. The work supports spending $14.7 million in ARPA grant funds and planned WIFIA loan repayment; the ARPA grant expires in September 2026 and staff said they intend to leverage these contracts to ensure eligible projects are under contract and grant funds are spent.
Councilors asked about coordinating work between the two contractors and ensuring competition; staff said Wes Silva and project managers would delineate work and solicit bids for individual task orders to get competitive pricing. The motion to authorize the city manager to execute the two contracts passed unanimously.
