Council briefed on CMGC procurement for Umatilla police-station project

Umatilla — City staff introduced David Litton from Mackenzie Architecture and recommended the Construction Manager/General Contractor (CMGC) alternative delivery method for the proposed Umatilla Police Station.
Staff explained that state procurement rules (cited in the packet as 'ORS 2 79 c' in the meeting) allow several procurement approaches and that CMGC is increasingly used because it encourages collaboration among staff, contractors and engineers. "We find that it's in the best interest of the city to utilize CMGC project delivery method for the Umatilla Police Station project," staff said, and noted the approach can result in cost savings, reduced risk and the ability to select a qualified contractor through an RFP while preserving competition.
Council discussed public comment procedures related to the item and heard a motion to close the open-session public-comment period on that agenda item. Staff said the city would retain final authority on project decisions and that the CMGC process still considers price and experience in evaluations.
No final contract award was made at the Aug. 20 meeting; the discussion and supporting findings were presented for council consideration.
