Staff reports shelter occupancy and staffing; sleep center capacity change pending sprinkler approval

City staff reported 19 of 21 shelter units occupied, average sleep-center occupancy about 12 per night (capacity ~20), and staffing recently replenished; one outstanding sprinkler-system finalization must be completed before adding beds.
City staff updated the Umatilla City Council on shelter and sleep-center operations on Nov. 5, reporting near-capacity use and recent staffing adjustments.
Staff said the shelter has 21 individual units with 19 currently occupied and the sleep center has averaged about 12 people per night (with several nights near capacity of 20). At the time of the meeting three individuals and one family were in the sleep center and staff said they had not had to turn anyone away. Staffing shortages earlier in the year have been addressed by recent hires and staff said they expect the new hires to remain in place.
Staff noted one remaining administrative/technical step: finalization of the sleep-center sprinkler-system approval. Once that approval is secured staff said they may be able to add additional beds or units. Councilors asked whether staffing levels were adequate; staff said they had just hired additional workers and felt currently staffed for operations.
Council thanked staff and community partners for recent outreach and programming; no policy action was taken, but council accepted the report and staff offered to return with any further operational updates as needed.
