United ISD outlines $11M one-time salary payouts, Centeno repair and several budget amendments

District fiscal staff used the workshop to review multiple budget amendments and procurement items that will be presented for action at the next regular board meeting.

A presenter said the district paid a one-time salary increase this past Friday: roughly $11,000,000 out of the general fund and about $707,000 for child nutrition, distributed to approximately 6,308 employees. The presenter described the pay structure as $1,500 gross for teachers and $1,100 gross for other eligible employees and said this will have an impact on the general fund ending balance.

Staff also said they would recognize interest income on several financing sources and listed example amounts to be appropriated to those projects (examples in the presentation included $515,000 and amounts for other financing series and bond-program interest). Fiscal staff described a Webb County land-funds balance of about $8,500,000 that can be used for existing facilities or to pay down debt and proposed allocating part of that amount to help offset the salary payout’s effect on fund balance.

Fiscal operations staff presented a proposed appropriation of $100,000 to repair Centeno Elementary following damage noted earlier; legal counsel will review potential insurance reimbursement. Rosa Cabello, director of accounting, summarized end-of-year outstanding purchase orders rolling forward into 2024–25 at about $4.8 million (about $2.4 million for construction projects).

Courtney Jackson, director of purchasing, also listed RFPs recommended for board consideration including district-wide HVAC filters, therapy services and a mental-health wellness program (RFP 2024-027, estimated $90,000). Staff reported one property-tax overpayment refund for September of $5,566.18.

All of the above were presented as items for board action at the next meeting; no final votes or awards were recorded during the workshop.
