Clarissa Fraga, a longtime meeting attendee, told the United Independent School District Board of Trustees that she has seen a "drastic shift" toward "favoritism and nepotism" and accused the board of ignoring complaints about teachers being threatened and a reported mishandling of her daughter's incident at Lamar Bruni Vergara.
"I have been attending these meetings and advocating for the past 7 years," Fraga said during public comment, adding that she contacted trustees privately and received no reply. "But what should we do when we go constantly ignored?" she asked the board.
Why it matters: Several members of the public used their allotted time to press trustees on governance and financial transparency, tying community trust to how the board responds to complaints and how it reports spending. Those concerns came during a meeting that also recognized campuses for achievements and included routine budget and donation approvals.
Letty Juarez asked the district to publish monthly check registers in Excel rather than PDF, add a monthly budget expenditure report as a regular agenda item, and require clearer explanations for discretionary funds and agenda requests. "This small change would make it easier for taxpayers to understand how their money is being spent," Juarez said, and told trustees she had emailed examples used by other districts.
Another speaker, Lionel Martinez, raised accountability questions about district legal spending and a K‑9 unit matter he said lacked consistent documentation. Martinez said UISD paid "over $2,000,000 in just legal fees in 1 year" and questioned how a K‑9 named Santi could be listed as retired in one document and reinstated the same day in another, saying he would submit the records he obtained to the board and public.
Board response: Board member Alisa/Alyssa Flores Oliveros (who identified herself during the meeting) directly addressed one critic who accused her of calling police in a prior session. Flores Oliveros said she and Associate Superintendent Mike Garza responded when they believed an individual "had a history of carrying weapons and ammunition on district property" and defended intervening for student safety: "...I will advocate for myself if nobody else will." She asked officers to remove the individual from the meeting.
What the board did not do: The public comment period produced no formal disciplinary actions or policy changes on the spot. Multiple speakers said they had been unable to get timely responses from district leadership; trustees did not make new commitments to adopt the specific transparency measures requested during the meeting record.
What’s next: The meeting proceeded to consent and action items after public comment. Several speakers said they would pursue records and outside involvement (including mentioning animal advocates and the Texas Rangers regarding the K‑9 matter). The board later moved into a closed session and reconvened to take several procedural votes (see separate meeting actions).
