Grain Valley City adopts ordinance to enforce marked no-parking zones

The Grain Valley City Council on a unanimous roll call approved Ordinance 24-54 (formerly Bill B24-13), an amendment to Title 3 of the municipal code that allows the city to enforce marked no-parking zones.
Chief Turner told the board the ordinance is intended to align enforcement with existing road markings and improve emergency access. "We found that that particular road... is marked for no parking, but there was no ordinance that provided the enforcement of that," Turner said, noting the change also responds to parking-control problems identified during last year’s fair and in service to businesses at the East End dead end.
Council members introduced the measure for a first reading and then approved it on second reading by roll call; recorded 'Yes' votes were Aldermen Cleaver, Knox, Mills, Skinner and Sowell. The ordinance was numbered 24-54 at adoption.
The change takes effect according to the municipal code’s standard implementation schedule for ordinances; staff said the amendment simply enables enforcement where signage already indicates no parking and allows the city to respond more effectively during special events that require clear emergency lanes.
The council handled the ordinance as part of regular business and did not attach additional amendments during the meeting. The matter will be enforced by the department consistent with the ordinance language and existing signage.
