Ethics commission reports steady caseload, staffing updates and planned case-management system request

Executive Director Armstrong briefed the Commission on Ethics on agency operations, caseload trends and fiscal planning.
Armstrong said the public version of the case log is redacted and advised commissioners to refer to case numbers rather than names. As of the report, he said the agency had 12 open investigations, noting that several items are consolidated and that most cases from fiscal year 2023 are concluded except one matter pending adjudication (the CBOC matter), which remains on hold pending the outcome of ongoing Lombardo litigation. “In that matter, we're waiting to see the result of a Lombardo litigation before finalizing or to terminate … that particular case,” Armstrong said.
On finances, Armstrong said fiscal year 2024 is nearly wrapped up with a small number of invoices outstanding and that staff are building a budget for the next legislative session that includes three enhancement units — the most complex being a request for a case‑management system. He estimated the agency’s reserve at about $130,000–$150,000 and said there have been no cash‑flow issues.
Armstrong also reported staffing changes: the senior legal researcher position was recently filled (Curtis), an associate counsel vacancy remains, and there are currently no commissioner vacancies. He said staff will begin developing an implementation plan for the strategic plan and expects to provide an update at the next commission meeting.
Commissioner Yen moved to accept the report and direct the executive director to continue actions as outlined; Commissioner Olsen seconded and the motion passed unanimously.
