Woodfin planning board recommends rezoning 0.47-acre Goodman Road lot to R-10

The Town of Woodfin Planning Board of Adjustment voted unanimously on Aug. 12 to recommend rezoning a 0.47-acre parcel on Goodman Road from Mountain Village to Residential District R-10.
Shannon Tuck, town manager, told the board the request is a general (straight) rezoning submitted by the property owner and that the parcel is listed in Buncombe County tax records. Tuck said the change would align the lot with the town’s future land use map designation of Residential 1 and that staff supports the rezoning because it better matches the existing neighborhood pattern and would not require an amendment to the future land use map.
Tuck explained Mountain Village and R-10 allow approximately the same density (about eight units per acre) but differ in form: R-10 is typically single-family lots of roughly 10,000 square feet, while Mountain Village is intended for master-planned communities with more flexible lot sizes and site plans. She noted the site includes a power-line right-of-way that reduces developable area and is accessed via a private portion of Goodman Road, which limits realistic development; given the parcel’s 0.47-acre size, Tuck said it likely could support at most about four units, and the applicant intends a single residence.
Hugh Meenan, who spoke for his daughter Casey, said the family seeks approval to build one single-family house on the lot. No members of the public spoke during the hearing.
A board member moved to approve the rezoning "as shown on exhibits A and B" and to find the request reasonable, in the public interest, consistent with the Woodfin comprehensive plan, and meeting community development needs. The chair polled the members, each vote was recorded as "Approved," and the chair declared the recommendation unanimous. The board did not record a formal second in the transcript.
The board’s action is advisory; staff will prepare an order to forward to the Town Council for final consideration. The chair and staff discussed scheduling but the transcript contains conflicting references to specific months for council review; staff said the council typically follows the board’s recommendation but is not bound to do so.
The board also announced a training session for board and council members on Wednesday, Aug. 27, from 9 a.m. to noon, to be held in the same meeting room with lunch provided.
The planning board adjourned at the conclusion of the meeting.
