Cutler Bay council approves final plats to enable redevelopment of former Southland Mall site

The Town of Cutler Bay on Oct. 16 approved three final plats that facilitate redevelopment of the former Southland Mall site into a mixed‑use, multi‑block project the applicants described as a walkable 'city within a city.'
Community Development staff introduced the quasi‑judicial items and summarized the multi‑step review process: administrative tentative plat review, county plat committee review, and return to the town for final approval. The three plats — Southplace City Center West (former Sears area), Southplace City Center East (former Kmart/Ross area) and the larger Southplace City Center plat for the balance of the site — were presented by the applicant team represented by attorney Keith Poliakoff and Ron Gaither of Electra America/Landmark Apartments.
Poliakoff said the parcels must be platted so individual development blocks can be owned by single‑purpose entities for financing; he said the first block to be developed (Block 12) is scheduled to start construction in December and that multiple long‑term tenant relocations and infrastructure investments have been coordinated. He described an overall plan that could yield approximately 5,000 dwellings, commercial space including a full‑service grocer, and a parking garage to support retail staging and redevelopment of surface lots.
The council opened public comment for the quasi‑judicial items and received no public testimony. Council then moved and approved each final plat by roll call: 6a (West) was moved by Councilman Lohr and seconded by Vice Mayor Callaghan; 6b (East) was moved by Councilman Duncan and seconded by Councilman Lord; 6c (Southplace City Center plat) was moved by Councilman Ramirez and seconded by Councilman Lord. Each roll call recorded a 'Yes' vote from all members present.
Staff noted the East Plat's advertised acreage differed from a measured value (advertised as 10.21 acres; actual site area 9.74 acres) but told council the application could proceed because the actual area was less than advertised and legal notices met publication requirements. The approval returns plats to the county to complete the recording process.
