Council Approves HUD-Required Housing Choice Voucher Administrative Plan

The Tangipahoa Parish Council unanimously approved Resolution 25-27 on Aug. 25 to adopt the Housing Choice Voucher Program administrative plan required by the U.S. Department of Housing and Urban Development's rule changes effective July 1, 2025.
Presenter Miss Mabry said the plan implements HUD's Housing Opportunity Through Modernization Act (HATMA) requirements and updates the administrative framework for the parish's voucher program, including legal jurisdiction, waiting-list procedures and annual and interim re-examination of income. "We have to implement through the new HATMA program... effective with new rules, 07/01/2025," she told the council.
The resolution was moved by Mister Wells and seconded by Miss Hyde and carried on a roll-call vote recorded as unanimous in the minutes.
Next steps: adoption permits the parish to continue operating its voucher program under the revised HUD rules; any future revisions would be returned to the council for approval.
