PCSD approves Learn for Life amendment to partner with Al Cannon Detention Center, contingent on state review

The South Carolina Public Charter School District board on Aug. 14 approved an amendment that will allow Learn for Life High School–Charleston to enter a formal partnership with the Al Cannon Detention Center so eligible residents under age 21 can enroll as full‑time students and pursue a South Carolina high school diploma.
Kristen Farmer presented the request and said staff recommended approval contingent on receiving technical assistance from the South Carolina Department of Education to confirm the amendment and MOU comply with applicable laws, regulations and SCDE policies. The proposal includes an enrollment cap of up to 20 students at a time, a screening process for appropriate placement, individualized learning and student success plans, and comprehensive wraparound services including mental‑health support and academic coaching. Farmer noted the program aligns with the Charter Schools Act’s definition of alternative education campuses serving high‑risk student populations.
Dr. Brown, the school's principal, described a success case in which a student incarcerated at Al Cannon engaged with the program, completed credits, scored a 100% on a U.S. history and Constitution ELC, and graduated in May, then enrolled at Trident Technical College. "He earned a 100% on his US history and constitution ELC," Dr. Brown said, citing the student's achievement as evidence the model can reach students who otherwise might drop out.
Board members asked for details about model delivery and mental‑health supports; Dr. Brown said teachers would support students virtually while vetted partners and trained staff would provide in‑facility services. Trustees approved the amendment by voice vote, with the stated contingency that PCSD staff receive SCDE technical assistance to confirm legal and procedural compliance.
The board's approval allows Learn for Life to formalize the MOU and proceed with the program once the SCDE review and any required modifications are complete.
