Council designates unrestricted opioid settlement funds for mitigation and postpones parking-meter ordinance

Council approved Ordinance 31-20-24 to allow unrestricted opioid-settlement funds to be used for mitigation (prevention, treatment, recovery support, and harm reduction) and tabled Ordinance 28-20-24 on parking meters for additional business outreach until November.
On Oct. 7 the West Lafayette City Council approved Ordinance 31-20-24 to clarify that both restricted and unrestricted opioid-settlement funds may be used for harms mitigation, treatment programs, recovery support services and related prevention efforts.
Councilors Burr and Parker sponsored the ordinance. One speaker noted that restricted funds currently must follow an exhibit-driven process; the ordinance expands the protocol so unrestricted funds can be used for community-based mitigation including support for the work of service providers such as Devon Moore. Council approved Ordinance 31-20-24 by roll call.
Separately, the council considered Ordinance 28-20-24 (permitting and regulating parking meters). Mayor Easter requested additional internal work and outreach to nearby businesses before moving forward. At the mayor's request the council voted to table consideration of the parking-meter ordinance to the November meeting so staff can complete outreach and internal revisions.
