West Lafayette council approves fee, salary and ARPA measures; tables sewage bond ordinance
Summary
On Aug. 5 the council approved building-fee updates and salary-schedule changes, advanced an ARPA appropriation (first of two readings) to move remaining federal funds into the general fund, and tabled an ordinance on sewage revenue bonds to next month.
The West Lafayette Common Council took a series of votes on Aug. 5, approving updates to building-department fees, adopting personnel-salary changes and advancing an appropriation drawing on remaining Coronavirus ARPA funds while tabling a major sewage-bond ordinance.
Building Commissioner Chad Spitznoggle presented Ordinance 19-20-24 on building-fee updates, noting a small inspection-fee increase and that many fees had not been updated since 2017–2018. The council approved the measure on its second reading by roll call.
City Controller Peter Gray outlined changes in Ordinance 20-20-24 to the 2024 salary schedule, including adjustments to the city engineer’s hours and range, adding an ERP administrator position in information technology, removing a 35-hour administrative-assistant line and removing the public-works director position from street/sanitation/recycling. Gray said, “On the next page, we've added an ERP administrator to the information technology department.” The council approved the salary ordinance on first and only reading.
On Ordinance 21-20-24 (Coronavirus ARPA fund appropriation), Gray told the council the city was awarded approximately $11,500,000 in federal ARPA funds, and that about $10,300,000 has been spent or appropriated; “The balance of that, which is just over $1,000,000…needs to be appropriated by the end of this year,” he said. The council approved the appropriation on its first of two readings and scheduled a public hearing at the next meeting to consider how the remaining funds will be allocated.
Council considered Ordinance 22-20-24, a comprehensive revenue-bond measure to fund sewage-works improvements, but a motion to table carried by voice vote and the item will return in September. The council also advanced Ordinance 23-20-24 (building and rental registration adjustments) on first reading, which adds a new Category 2 to better track transient guest housing.
Votes were recorded by roll call where indicated; for each recorded roll call the clerk read councilor names and members answered “Aye.”
