Red Wing board adopts 2025–2030 strategic plan, accepts superintendent evaluation

The Red Wing Public School District board voted Sept. 22 to adopt the district’s strategic plan for 2025–2030 and accepted the public summary of Superintendent Josh Ingram’s recent evaluation.

Board members approved the strategic plan by voice vote after a brief presentation of updates that added monitoring and evaluation language, including reporting structures and SMART metrics tied to local literacy and comprehensive achievement reporting. The plan sets district-wide goals and a cadence for progress reports to the board and the public.

The board also accepted a public summary of a closed-session evaluation of Superintendent Josh Ingram that reviewed predetermined goals in budget, community engagement/communication and trustworthiness. The summary stated that the superintendent is making satisfactory progress on those goals.

During discussion of superintendent evaluation criteria, board members identified priority focus areas for the year: advancing a preschool (pre-K) initiative, attention to school district operations (notably facilities, transportation and technology), and improving reading achievement through staff development and targeted interventions. The board discussed conducting a midyear check-in and scheduling the formal evaluation cycle so the full summary is available between midyear and year-end reviews.

Board members thanked staff for work on the plan and evaluation process and directed administration to provide regular progress reports and public-facing data tools to improve community understanding of metrics and performance. The board approved the strategic plan and accepted the evaluation summary in separate motions that carried during the meeting.
