Miss Reedy said the agreement is designed to allow Pima Community College to contact families who have given written, affirmative consent so that interested students and parents receive timely information via email or text. She said the agreement complies with FERPA and a recently passed statute about directory information.
A trustee read the board packet language aloud and raised a concern that the written materials suggested an opt-out approach rather than the opt-in/affirmative parental consent Reedy described. Reedy acknowledged the discrepancy in the transmittal language and pointed to the agreement text and subsequent paragraphs that indicate affirmative parental consent is required; she said the district’s intent is to obtain opt-in permission from parents and not to automatically share records. The board approved the IGA following that clarification.
The agreement creates an opt-in channel for families interested in receiving Pima Community College outreach; administration said it will ensure the language in the board materials and the agreement are aligned when implemented.
