Kingston Select Board approves multiple measures including Plains electrical upgrade, compensation study and limited Draft House events

At its June 2 meeting the Kingston Select Board approved use of infrastructure-fund interest for a Plains electrical upgrade, awarded a $19,500 compensation-study contract to MRI, authorized staff to apply for a .gov domain, approved two Draft House outdoor-music dates pending site-plan work, approved a $2,500 lake-host match, and posted a part-time HR position.
The Kingston Select Board voted on several administrative and operational items at its June 2 meeting, approving a range of expenditures, authorizations and appointments intended to keep planned town projects on schedule.
The board voted to expend up to $42,000 from the infrastructure fund to pay a chosen contractor for an electrical-system upgrade at the Plains, covering a $39,614.95 bid plus up to $2,000 for panel backings and related materials. Speaker 1 opened the required public hearing and cited a June 2 email from trustee John Pramberg that reported $188,328.29 in interest available for disbursement. After no public comment, Speaker 4 moved and Laurie seconded the motion; the board voted unanimously to approve the expenditure and closed the hearing.
On a separate personnel-services procurement, the board awarded the 2025 compensation-and-benefits analysis contract to MRI of Plymouth for $19,500 (as budgeted). Speaker 5 presented a comparative review of four RFP respondents (MRI, PayPoint, McGrath, Evergreen) and characterized MRI as the lower-cost, New Hampshire–based option. The motion to award the contract to MRI passed 4–1.
The board authorized staff to begin the process of converting the town domain from kingstonnh.org to a .gov address. Staff memos cited a state program and support from Block 5 that would make the migration free to the town; the board asked staff to proceed with Susan acting as the town contact for the application process.
The board approved a limited special-event permit for the Draft House (22 Main Street) for two June outdoor acoustic-music dates (June 7 and June 21) now and asked the applicant to pursue a site-plan amendment for the additional requested dates. Board members noted prior planning-board review and past complaints about lakeside sound; the amended motion passed 4–1.
The Select Board also approved a $2,500 town match payment to the Kingston Lake Association as the conservation-commission budget includes a boat-attendant line item for that amount. The board unanimously authorized signing the invoice to release the grant match.
Finally, the board approved posting a part-time human-resources administrator position (up to 40 hours) and directed staff to list required skills as Microsoft Office products rather than only Excel. The position will be advertised until filled and circulated to department heads and NHMA.
Actions taken at the meeting will be implemented by town staff in the coming weeks; Susan was directed to contact contractors and vendors as appropriate to start work and procurement steps.
