Board hears widespread roof and facility repair needs; custodial and grounds teams roll out new schedules

Trustees at the July 28 Edcouch-Elsa ISD board meeting heard detailed maintenance and operations briefings showing recurring needs for roof repairs across elementary and high-school campuses and rollout plans for custodial and grounds staffing.
Interim superintendent and the administrative presenter reported roof-repair needs at several campuses — JRG Early Childhood, Santiago Garcia, RCR, JFK, David Ibarra and Carlos Truan — and provided photographs that did not always specify whether full roofs or only sections required work. The administration said the insurance adjuster conducted an assessment July 9 and planned a second inspection on Oct. 4.
Custodial leadership described a new 'team cleaning' schedule trialed at Ruben C. Rodriguez and follow-up at JF Kennedy, including training, changes to start times, storage reorganization and an emphasis on stronger supervisor follow-up. A custodial presenter said the team-cleaning approach reduced task time per classroom and that supervisors must actively reinforce schedules and equipment procedures.
Grounds supervisor Alvin Samano outlined a weekly grounds schedule with an early 6 a.m. start to limit heat exposure, mandatory PPE (safety glasses, ear protection, visibility vests, gloves and steel-toe footwear) and recommendations to phase in elementary grounds outsourcing through early August. Samano said the district purchased PPE to support the program and planned a focused cleanup of trees and shrubbery two weeks before school begins.
Trustees also approved a driveway extension and sidewalk improvements at Carlos Truan Junior High after bids came in under budget, and authorized engineering work with CSJ Group to prepare sidewalk plans and a right-of-way survey so the city can accept the dedicated sidewalk for maintenance.
Board members asked for clearer cost estimates and for staff to identify which roof areas require patching versus full replacement. The administration committed to returning with more precise scope and cost details.
