A clerk’s report listed the vote totals: “yes votes, we received 1,874,” and the transcript recorded the corresponding 'no' tally as read on the record, "No votes, we received 2003 85." The clerk stated that because the question did not receive approval of a majority of the votes cast it “is hereby declared not to have carried.” The clerk also noted the board would need a resolution vote to formally canvass those results.
Board members did not reverse the clerk’s declaration during the meeting. The board continued with other agenda business, including routine lease and calendar items.
