Taft council approves El Dorado celebration permits, street closures and event conditions

The Taft City Council on Sept. 16 voted 4-0 to approve special event permits and encroachment permits for the 2025 El Dorado celebration, including multiple street closures and use of city property.
City Manager Jones described recommended conditions of approval that the council adopted as part of the resolution: liability insurance naming the city as certificate holder in the amount of $2,000,000 per occurrence with a $4,000,000 aggregate, sufficient security and safety personnel as required by the Taft Police Department and/or Kern County Fire, adequate restrooms and hand-wash stations, trash receptacles, and a $1,500 refundable cleaning deposit for use of city property related to flat track races.
Councilmembers offered quick supportive remarks about the event's community and economic benefits before the roll call. Mayor Pro Tem Bryant moved to adopt the resolution, a motion that received a second and passed on a recorded 4-0 vote.
The consent calendar earlier in the meeting also included an approval of a separate special event permit (item 10) for Bernard Herrmann to host a temporary miniature golf event at 421 Kern Street over three weekends in October and the first weekend in November; the consent calendar (items 7-10) was approved by roll call 4-0.
The council recorded no public debate or amendments to the permit conditions during the meeting. The city clerk recorded the votes as 4 yes, 0 no; one councilmember was absent with notice.
