Cascade City Council approves property transfer, multiple street and utility contracts and social-service agreements

The Cascade City Council on July 28 approved a transfer of city-owned property to B and L Mononaut Construction and voted to award several street- and utility-related contracts, while staff outlined a schedule of community events and public-works activity.
Council members voted to adopt Resolution No. 880-25, authorizing the transfer of a city parcel to B and L Mononaut Construction. The council also approved Resolution No. 81-25, awarding a contract to Eastern Iowa Excavating & Concrete for manhole and storm-sewer upgrades on Buchanan Street SW; staff said a preconstruction meeting is expected in August and that timing and duration will be clearer after that meeting.
On 4th Avenue SE, council approved a Grama Grading and Excavating contract to eliminate a double water main and make water-service-line connections, with a member making the approval contingent on the contractor including asphalt patching as part of the work. Council discussed whether the contractor would use copper or plastic piping and directed staff to ensure the work and patching are specified consistently in the contract documents before finalizing construction.
The council approved Resolution No. 709-25, accepting fiscal-year-2026 social-service agreements between the city and 11 nonprofit organizations; staff told the council that required agreements and the accompanying financial documentation had been returned and verified.
River City Paving was awarded two overlay contracts: Resolution No. 83-25 to overlay 2nd Avenue Extension NW from Garfield Street NW to Harrison Street NW, and Resolution No. 84-25 to overlay Van Buren Street NE. Council members raised questions about drainage and prior washout problems on the hill near 2nd Avenue Extension and asked staff to ensure curbing and grading are addressed in the contract to prevent future washouts.
In reports, a staff member identified as Fred reminded the council of several upcoming events: Rocket on the River (this Friday), National Night Out on Tuesday, Aug. 5 at Riverview Park from 6 to 8 p.m., and Hometown Days on Aug. 15–17, and noted plans for no-parking signs and barricades for parade routes. Public works staff said hydrant flushing will occur Aug. 5–19, reported that an initial data pull from G Works for a conversion was completed the prior week, and said they are collecting quotes to grind or remove a large yard-waste pile. Staff also reported that a donor sign at the library was damaged by an attempted repair and that they are working with Lang Sykes to address it.
Council members discussed ongoing negotiations with a contractor over seating at the library; staff said the contractor resisted removing materials and expected the city to haul debris and replace backfill, and staff indicated they will press the contractor to correct the work so the city does not bear additional expense or face repeated repairs.
The meeting concluded with a motion to adjourn approved by the council. No public commenters spoke during the allotted public-comment period.
Next steps: staff will schedule the preconstruction meeting for the Buchanan Street storm-sewer work and bring final contract language clarifying pipe materials and asphalt patching for 4th Avenue SE; city staff will proceed with hydrant flushing and continue outreach for Hometown Days and National Night Out logistics.
