CRESCENT CITY, Calif. — The Crescent City City Council voted to amend the fiscal year 2024-25 budget to pay for a biological survey required under the city—s National Pollutant Discharge Elimination System permit for the wastewater treatment plant outfall.
Staff said the routine survey compares biological growth adjacent to the outfall with a neutral reference site to detect impacts and that the previous consultant no longer performs the work. Staff reported they contracted a local biologist (named at the hearing) and estimated the work at approximately $15,000 with contingency.
A member of the public asked whether the city—s procurement thresholds required competitive bids for contracts above $5,000. City staff explained the municipality—s procurement ordinance sets informal procurement at $25,000, noted different thresholds for public-works solicitations (up to $75,000) and described higher thresholds that require solicited proposals or sealed bids; staff cited municipal code Title 14 and California—s contracting rules as context.
Councilmember motioned to approve and adopt Resolution No. 2025-21 to amend the FY 2024-25 budget to fund the biological survey; the motion passed by roll call (Dooley: yes; Tinkler: yes; Mayor Pro Tem Wright: yes). Staff said the survey work must begin promptly to capture spring sampling and that additional NPDES-related studies are scheduled for the year.
