The court also accepted the bid recommendation from the Alum Springs Bike Park committee and awarded a design-build contract to Parsons Construction as the lowest responsive bidder at $1,025,000. The county noted Parsons requires a 10% mobilization payment and that the project will proceed with design-build contracting to avoid separate designer/contractor procurement.
Other votes included approval of prior meeting minutes; budget transfers totaling $241,528.49 (including a $500,000 transfer from an interest-bearing account to the general fund and transfers to jail and EMS funds); and payment of the bills list totaling $2,973,605.84. Several ordinance amendments were read for first reading (flood-damage prevention/definition and a zoning procedural change allowing an engineer to appear with a power of attorney in unincorporated Boyle County). The court entered an executive session to discuss real-property negotiations and returned to open session stating no action was taken; subsequently the court authorized the judge to negotiate potential property acquisitions and collaboration with the city.
