Board approves $3.39 million construction price amendment; restroom bid tabled

The Bolivar R‑I School District board on its March meeting approved Gross Maximum Price Amendment No. 1 with BrandCo Enterprises for $3,392,767 to fund VIS and BIS bond projects, and agreed to table a separate bid for the Liberator Park restroom.

BrandCo’s representative, Mr. Tubineau, told the board bids for the package came in under budget and said, “we got a total on that project of $3,392,767.” The board moved to add the BrandCo presentation to the agenda so the representative could present earlier in the evening; members then moved, seconded and approved the amendment by voice vote.

District staff said the package includes contingency and allowance line items to manage unforeseen conditions: a $60,000 contingency, $5,000 allowance for unsuitable soil and $17,500 for new soil if needed. Staff noted some excavation has encountered rock that may affect portions of the work but said the project team will coordinate with the city and manage costs within the contingency where possible.

Board members praised the district’s success at keeping construction estimates on track. One presenter noted the bid totals were roughly $290,000 under earlier estimates and said the district did not have to “cut any corners” or conduct value engineering to meet budget.

The board also discussed and ultimately tabled a separate action on Liberator Park restrooms to the next business meeting after trustees requested more time for review and clarification of details. A motion to table carried by voice vote.

Next steps: BrandCo is cleared to proceed under the approved amendment and staff said they will return with monthly updates; the restroom bid will be revisited at the next regular board meeting.
