Board adopts updated crisis plan; tables sheriff’s MOU pending signage and enforcement language

The Southampton County School Board on Aug. 11 approved its annual crisis plan and deferred action on a draft memorandum of understanding (MOU) with the sheriff’s office to allow staff to incorporate additional operational and maintenance details.
Mr. Charity, the division’s security supervisor, presented the crisis plan updates based on a new Department of Criminal Justice Services (DCJS) template. He described standard response protocols used during lockdowns, school safety audits conducted with the sheriff and fire departments, and the distribution of a reduced‑detail document for teachers that omits sensitive operational specifics. "Most of the heavy lifting will be done by myself and the division staff," Charity said, describing coordination with incident commanders from law enforcement and fire when required.
Board members asked for more trauma‑informed language and school‑level planning to address students demonstrating self‑harm or suicidal behavior; Mr. Charity said the division’s mental‑health counselor (Miss Boone) will spearhead behavioral supports and coordinate with principals.
On the proposed MOU with the Southampton County Sheriff’s Department, staff described a comprehensive draft covering searches, SRO access, threat assessment and command chain. Speaker 11 said he will update the MOU format and incorporate notes from an upcoming SWAT training session; several board members asked staff to add explicit language about enforcement of speed zones, signage maintenance and related costs. The board agreed to table the MOU for the September meeting and asked staff to confer with Lieutenant Fuller and counsel about the requested additions.
The crisis plan was approved by voice vote; the MOU will return to the board after revisions.
