Board adopts written response to American Indian Parent Advisory Committee nonconcurrence; notes funding constraints

The Roseville Area School Board adopted a written response on April 22 to a February 18 resolution of nonconcurrence submitted by the American Indian Parent Advisory Committee (APAC), as required by Minnesota Statutes 124D.078.
Clerk Chu read the board’s response. The resolution acknowledged gaps in implementing strategies enumerated in the AIEA (American Indian Education Aid) plan and committed the district to increased staff awareness, principal‑level monitoring, and accountability measures tied to AIEA goals. The board agreed representation from Native American program staff should be included in individualized education program (IEP), discipline review board (DRB) and attendance meetings and pledged to refine notification processes to better include program liaisons.
The response recounted recent staffing and compensation steps the district has taken: increasing the Native American cultural liaison to full time in March 2023 and increasing the American Indian Education Program coordinator’s compensation in June 2024. However, the document also noted a projected district budget shortfall of $4,000,000 for 2025–26 that will require cutting roughly 10 full‑time teaching positions and precludes adding staffing for 2025–26; the board said it will continue to monitor finances and revisit staffing recommendations when possible.
Board members discussed feasibility and accountability; Associate Superintendent Smith described plans for communication checklists and calendars to ensure liaisons know about upcoming meetings. The resolution was moved, seconded and adopted by the board.
