Shelton aldermen approve downtown ADA work, school security and a slate of capital projects

The board authorized a $538,226 contract with Leighton Industries LLC for downtown ADA improvements, to be funded by a community connectivity grant, and approved a separate rehabilitation of the downtown post office parking lot with funding not to exceed $130,000 under automatic bonding pursuant to section 7.16 of the city charter. "It's gonna be a major face lift with complete resurfacing," the presiding officer said, describing planned sidewalk widening, handicap ramps and re‑striping to improve traffic flow.
Why it matters: The measures direct one-time capital funds to projects council members and staff said are intended to improve accessibility, downtown parking and school safety — areas officials framed as high priority after years of deferred maintenance.
The board also approved multiple school-related appropriations: roughly $50,963.08 for a repeater and radios for the Shelton Public School District communications/security system; $29,537 for a new access-control system at Prairie Hill School funded from a North Atlantic fund; and $48,711 to refinish the gym floor at Mohegan Elementary School after staff cited damage from a leaking drinking fountain. Members discussed previous deferred items, noting replacement of a school roof and other athletic‑field work had been delayed previously.
Shelton approved the waiver of the formal bidding process to acquire three used vehicles for Shelton Student Transportation Services, with the purchase total noted in the meeting packet as $68,062 and funding to come from automatic bonding under the charter. A board member asked whether the vehicles' funds were in addition to prior Board of Education allocations; council staff responded they were not.
Board members said the council viewed some of the smaller capital items — such as $7,440 for rehabilitation of City Hall's Prospect Street steps and $7,158.93 to add an ADA walkway from Prospect Street to City Hall — as routine capital‑improvement items best handled now to prevent further deterioration. The council voted by voice on each item and the motions carried.
What comes next: The projects will move into contracting and implementation phases under the direction of the finance director and applicable city departments; several appropriations were funded by automatic bonding or existing grant accounts. The board did not set separate public hearings for the listed capital projects.
