Council approves DOE-interest expenditures, AED grant match, mural crosswalk and Riverside safety work

On Sept. 15 the North Augusta City Council unanimously approved several resolutions and awards spanning solid-waste support, tourism funding, emergency response equipment and downtown placemaking.
Using interest from a Department-of-Energy lawsuit settlement the council authorized expenditures for the regional transfer station including a metal building to house vehicles, four service vehicles (recycling-like roll trucks and a leaf truck), a transfer trailer and a boom truck to collect yard waste. Staff said the settlement principal was originally about $37 million and has been tapped to support three projects, with interest applied to the transfer-station needs.
Council also approved acceptance and rollover of accommodations-tax funds returned by a prior grantee and added those funds to the FY24–25 accommodations-tax program. In a separate vote the council committed a city match of $5,000 to pursue a Municipal Association of South Carolina "Big Idea" grant that would expand automated external defibrillator (AED) coverage under a '4-minute city' concept; staff emphasized the program requires training and volunteer signups for outside placements.
Additionally, the council funded a mural crosswalk at West Pinegrove Avenue and West Avenue and awarded the work (and associated asphalt bid) per a review committee’s recommendation; staff clarified that the action funds the art project while a committee handles design review. The council also authorized a contract for Riverside Village bollard installation to protect sidewalks and businesses; staff said the low bidder was recommended after an earlier low bidder withdrew and the project budget was revised to maintain consistent bollard design.
All of the resolutions and contract awards passed on the evening’s consent/discussion calendar by unanimous votes (6–0).
