Palm Beach Gardens council swears in John D. Kemp and names Marcy Tinsley mayor

The Palm Beach Gardens City Council on April 3 swore in John D. Kemp as a newly elected councilmember and reshuffled council leadership, appointing Marcy Tinsley as mayor and Dana Middleton as vice mayor.
Kemp took the oath of office administered by the city clerk and was welcomed by the mayor and fellow councilmembers. During a brief presentation following the oath, Kemp thanked voters and family and pledged to honor the responsibilities of the office.
In a subsequent reorganization, Councilmember Chelsea Reed was nominated to continue as mayor but the council considered alternate nominations. An alternate motion nominating Dana Middleton for mayor was voted on first and failed; the council then voted on the nomination of Chelsea Reed and later moved to nominate Marcy Tinsley. Council approved Resolution 20 2025 appointing Marcy Tinsley as mayor and Dana Middleton as vice mayor by unanimous votes.
The council’s discussion emphasized continuity of relationships with regional bodies and the value of experienced representatives in Tallahassee and Washington; members noted a desire to transition knowledge to newer council members before some members’ terms end. The appointments take effect immediately following the council action.
The meeting also included a brief presentation honoring outgoing Councilmember Carl Woods, who reflected on his time on the council and his support for parks and recreation projects.
Next steps: the newly constituted leadership will assume mayoral duties and continue the council’s calendar of committee and intergovernmental assignments.
