Staff said the change streamlines approvals so staff need not return to council for each school permit.
Lead service‑line financing: The council approved Resolution 62‑92 authorizing preliminary expenditures related to the 2025 lead service line replacements project and stating the city’s intent to reimburse those costs from a future State Revolving Fund (SRF) tax‑exempt bond when funds become available. Staff said this mirrors a recent approach used for another utility project and allows work to begin before the formal bond closing.
Consent and other items: The consent agenda (minutes from 08/11/2025 and postponement of the bid award for the 2025 lead service line replacements project to 09/15/2025) was approved. Staff announced upcoming work sessions on ambulance billing and a property transfer for the Northwest Montana History Museum. Council also acknowledged a letter from the Flathead Builders Association requesting a work session and discussed timing relative to election season.
