El Campo renews employee health plan, transitions to HMO with wide provider access

On Sept. 22 the El Campo City Council approved Resolution R2025-49 to renew the municipal employee health plan with Blue Cross Blue Shield of Texas. Staff acknowledged the change is a transition from a preferred-provider organization (PPO) plan to a health-maintenance-organization (HMO) plan but said the HMO network is broad and will continue to include nearly all local doctors.
Speaker 7 thanked the city’s agent, Kobe Rod (identified in the meeting packet as present in the audience), and said, when asked, that approximately "98%" of the current plan network will remain available under the new HMO option. Staff also told council members employees will have the option to buy back up to the current plan if they choose. The council moved, seconded and approved the resolution by voice vote.
Human-resources staff will notify employees about plan changes and the timetable for enrollment or buy-back options.
