Developer to fund most of water-line extension; council OKs easement and agreement at 708 East Jackson

The City of El Campo voted Sept. 22 to authorize acquisition of a public-utility easement at 708 East Jackson and to enter an agreement with Titan Investor Group LLC to extend water service to the site.
Staff said the easement is needed because there is currently no water service along that section and the easement will allow extension of the public water line outside the TxDOT right-of-way to the corner of Wharton Street and East Jackson. A city representative described the work as a 65-foot water-line extension and noted the developer has signed an agreement to facilitate the easement and construction.
According to staff, Titan Investor Group will pay $25,462.40 for the water-line extension and the city will contribute $7,125 toward installation of a fire hydrant and valve; staff stated the total cost is $32,005.87. The hydrant was described as necessary both for fire protection in an area lacking hydrants and for water-quality control and testing. The council approved Resolution R2025-46 (easement) and R2025-47 (agreement) by voice vote.
City staff said construction scheduling is pending but permits are in order and the developer appears ready to proceed. Public-works follow-up tasks include recording the easement, executing the agreement, and scheduling the extension and hydrant installation.
