El Campo council adopts FY2026 budget, sets tax rate and approves series of resolutions

The City of El Campo City Council on Sept. 22 adopted the fiscal year 2026 budget and approved the ordinance setting the 2025 tax rate, then passed a string of resolutions and motions covering utilities, land acquisition, insurance and procurement.
The council approved Ordinance 2025-12, adopting and appropriating funds for the FY2026 city budget. Council also approved Ordinance 2025-13, setting and levying the tax rate for 2025. Both measures were moved, seconded and approved by voice vote.
Council then approved several resolutions: R2025-46 authorizing acquisition of a public-utility easement at 708 East Jackson to enable extension of a city water line; R2025-47 approving an agreement with Titan Investor Group LLC for the city to provide labor and equipment to extend utilities to the same site (Titan to pay $25,462.40 for a 65-foot water-line extension; the city to fund $7,125 for a fire hydrant; staff reported a total project cost of $32,005.87); R2025-48 accepting three county-held parcels into the city’s control for a $15,000,000 drainage project (parcel acreages discussed included about 3.35 acres, 1.47 acres and a 0.0813-acre triangle); and R2025-49 renewing employee health coverage with Blue Cross Blue Shield of Texas and transitioning the city’s plan from a PPO to an HMO while maintaining roughly 98% of current provider access.
Other business included acceptance of Public Works road-materials bid awards as recommended in the packet, and adoption of the City Development Corporation fiscal year 2026 budget, which council members noted had been adopted earlier in a CDC meeting. The consent agenda was approved at the start of the meeting.
The meeting concluded with administrative reminders about audit-request forms and a brief recognition of local volunteer litter walks.
