Scottsdale Unified board approves EVIT agreement and lease to bring Fire Science Academy to Coronado

The Scottsdale Unified School District Governing Board voted unanimously on July 20 to approve two agreements with the East Valley Institute of Technology (EVIT): a three-year intergovernmental agreement (IGA) to continue district student participation in EVIT career and technical programs, and a lease to bring EVIT's Fire Science Academy to Coronado High School. Both motions passed on roll-call votes recorded as 5-0.

Board members said the agreements secure valuable career and technical opportunities for students while protecting district interests in contract terms. "I just want to thank the district for negotiating and, you know, insisting on some of the key terms that were really critical for us to be able to sign up for what is obviously a very valuable program," an unidentified board member said, adding that students, including the speaker's own daughter, benefit from EVIT offerings.

The IGA covers participation for the 2025-26, 2026-27 and 2027-28 school years and includes a changed reimbursement split described in the meeting as 85%, 82% and 78% across the three years. Staff and counsel explained the new structure differs from the prior agreement, which the board said yielded a final-year share of about 87% under an earlier lump-sum formula. Counsel noted the new agreement adds performance-based incentives and addresses state audit concerns around member-district fund balances.

Board members asked about Exhibit B, a compliance rubric that EVIT will use to assess whether courses meet district criteria. Counsel Nick said the rubric was a negotiation focus and that an outright withholding of reimbursement for a single rubric shortcoming is unlikely under the agreement; instead, he said a failed rubric finding would be more likely to affect a program's chance of reapproval in future years. "I think it's unlikely that that would cause any withholding based on the terms of the agreement," Nick said, noting programs are subject to annual reapproval.

A motion to approve the IGA was made and seconded, and the board approved the agreement by roll-call vote, all members recorded as voting aye.

The board then considered a lease agreement to place EVIT's Fire Science Academy at Coronado High School (referred to in the meeting as the Reed Fire Science Academy). A board member moved to approve the lease as presented, another seconded, and the motion passed on a roll-call vote with five ayes.
