Kathleen Sullivan, who presented the policies, said the changes reflect both federal requirements and community feedback collected through the Title IX equity council and district advisory processes.
Board members raised specific drafting questions: Medler and Sergeant asked whether some language (for example, references to particular harassment categories) had been removed and whether the policy’s phrasing inadvertently implies that an allegation must be proved before meeting with a complainant. Staff explained that ACR‑2 is intended for allegations that meet the federal Title IX threshold and that some language was moved into the regulations for clarity.
On mandatory reporting, members noted a state statutory change allowing a 24‑hour reporting window in some cases; staff said the district will continue to train employees and maintain 'immediate report' expectations internally in order to protect students while acknowledging the new statutory timeline.
Separately, staff proposed updates to IMDB (flag displays) policy to reflect state requirements on flag size and origin (made in the U.S.) and to clarify Constitution Day education requirements and First Amendment protections for the pledge. Board members requested explicit legal citations and clarity about whether building‑level flags are required outside the administration building.
Staff also presented draft language for Resolution 25‑29 supporting healthy meals for all on the ballot and discussed communications that would comply with the Fair Campaign Practices Act once the board acts.
Next steps: Staff will finalize edits, add legal citations on the final policy drafts, and return the nondiscrimination/Title IX regulations and the other policies for future action. The healthy meals resolution will be available for action at a future meeting and communications materials will be crafted to comply with campaign law.
