Bossier Parish School Board approves pupil progression plan, final revised budget and several facilities projects including $10.6M Benton High addition

The Bossier Parish School Board on Aug. 21 approved multiple policy and facilities measures, including the pupil progression plan for 2025–26, adoption of the final revised budget for fiscal 2024–25 and authorization of several construction projects.
Whelan Bates, assistant superintendent of curriculum, ESSA and academic affairs, presented the pupil progression plan and told the board it was developed by a committee of three principals and curriculum supervisors and had been posted for public comment. Bates said the plan “follows all the procedures with bulletin 15 66, bulletin 7 41” and recommended it for adoption. The board moved to approve and President Newman announced the motion passed.
The finance committee, meeting earlier the same day, recommended the final revised budget for fiscal year 2024–25; Logan McCarthy reported the committee vote as unanimous (11–0). President Newman confirmed the budget passed out of committee and the full board approved the resolution.
On facilities, the board accepted a series of building and grounds committee recommendations. Committee chair Tammy Smith summarized technology and E‑Rate infrastructure work and said the committee recommended authorization to proceed on the 2026 HVAC replacement projects with contract amendments for design services and to bid the work. The board voted to authorize staff to proceed.
The board also approved a Halton High School baseball facility improvement (home‑plate turf) funded by the Halton Baseball Booster Club and authorized a local services agreement with the City of Bossier City for a required utility easement at 4900 Benton Road.
In a higher‑ticket item, the board authorized staff to proceed with a new classroom addition at Benton High School with contract amendments for design services and bidding at an estimated total project cost of $10,600,000, funded by the committed construction fund.
The meeting record included a clerical correction raised by a board member about who was listed as the mover in committee minutes; the board clarified the mover should be recorded as Mr. Bullard.
Several surplus property actions were also approved. The building and grounds committee recommended declaring three parcels surplus (17.177 acres in Bossier City; 16.43 acres in Benton; and 22.054 acres in Bossier City), authorizing Ally Real Estate to obtain appraisals and to proceed with sale per policy DFL; the full board voted to approve each declaration.
Trip requests presented by Superintendent Roland were approved, and the board adjourned. The next regular meeting is scheduled for Sept. 4 at 6 p.m. at the board’s regular meeting location.
