Board member Miss Miller requested clearer agenda summaries that explicitly note whether a revision stems from statute, Neola template clean‑up or internal staff practice changes. Staff said the attachments and PowerPoint include the source language and agreed to provide comparative summaries going forward.
The most substantive exchange concerned policy 7240 (site acquisition). Vice chair Sharpless said the prior policy explicitly referenced the district’s interlocal agreement (ILA) for public school facility planning and asked why the new draft omits that explicit reference. Sharpless and others asked that the ILA be named to avoid ambiguity. Miss Wyatt cautioned against naming the ILA in policy, arguing the ILA functions as a procedural guide and that a procedural reference would be preferable. Staff and counsel advised leaving the draft policy as presented for the public hearing and recommended that any board member who wants a change work with general counsel to draft an amendment to be proposed at public hearing; staff also said they can make the modest addition to cite the ILA before the Dec. 9 public hearing if that is the board consensus.
Staff also noted technical updates, including two statute reference additions in the lottery discretionary funds policy and replacing references to "Twitter" with "X" in social‑media policies. The board took no formal votes at the work session; staff will bring policies for public hearing as scheduled.
