District staff outlines SIP schedule, public posting and school accountability counts

Byron Morrison, senior director for the district’s Northwest region, briefed the Polk County School Board on Aug. 23 about the school improvement plan (SIP) process and the district’s use of the SIMS 2 platform to satisfy statutory and ESSA requirements.
Morrison said the SIPs were due to regional assistant superintendents July 18 and were submitted to the state by Aug. 1; the district expects the SIPs to be publicly available Nov. 1. He emphasized staff support for principals through help sessions, differentiated assistance for charters and a renewed focus on the "midyear reflection" and monitoring cycle. "We are trying to be much more diligent this year as a district around the midyear reflections," Morrison said, noting that midyear reflections for TSI and CSI schools are due Feb. 1, 2026.
Morrison outlined state accountability designations and thresholds used locally: an ATSI designation is tied to a subgroup performing under 41%; a TSI designation includes a subgroup under 32% for 3 consecutive years; CSI designations may follow a federal index under 41% or other statutory triggers, and a high‑school graduation rate of 67% or lower creates an automatic CSI flag. He gave current district counts: 39 ATSI sites, 1 TSI, 56 CSI and 40 schools with no designation.
Board members thanked Morrison for the data and noted that the SIPs and improved monitoring align with the district’s strategic plan. No board action was taken at the session; Morrison invited questions and follow‑up on monitoring and technical support for principals.
