Finance staff also reported an expenditures figure of about $265.4 million when summarizing categories during the presentation. Board members and community speakers asked questions during the meeting about the use of fund balance (reported in some presentations as $4.4 million), transportation costs, and whether the district should seek external reviews of borrowing needs before issuing long-term debt.
