Appoquinimink board approves Nolan’s Law compliance, conduct code and routine items

At its June 10 meeting the Appoquinimink School District board approved a district crisis-response plan to comply with the so-called Nolan’s Law, adopted a revised district conduct code, and approved minutes, salary scales, overnight trips, construction change orders and the personnel report.
Appoquinimink School District board members on June 10 approved a set of policy and administrative actions including adoption of a district crisis-response plan required under the recently passed Del. code change commonly called "Nolan’s Law." The board also approved a revised district conduct and discipline code and a slate of routine business items.
The board approved the Nolan’s Law item on a voice vote after administration described the state requirement to maintain building- and district-level crisis teams and conduct annual reviews and trainings. Administration cited the NASP Prepare model as the district plan that meets the law's standards.
The board next completed the second reading and approval of revised policy 6109, the district conduct and discipline code. Administration said the policy applies to students, parents, guardians and community members and that a separate parent-focused code and a civility committee (first meeting June 24) will draft rules of conduct for attendees at school events.
Board members also moved to approve the May 13, 2025 meeting minutes and the May 27, 2025 workshop minutes; approved the fiscal-year 2026 salary scales; and approved multiple overnight student trips to national leadership and career-technical conferences. Each of those motions passed by voice vote.
Construction change orders were approved as presented. The superintendent’s construction update referenced a change order of approximately $41,000 for additional sod and irrigation to stabilize the new school site and another change order of about $21,000 for premium-time work to meet the schedule; board members voted to approve the change orders.
The board approved the personnel report for June as presented.
Most votes were taken by voice and the public minutes do not record roll-call tallies for each item; where a mover or seconder was spoken in the meeting, that person is noted in the official minutes. No item in this session was tabled for later action except items announced earlier as 'tabled' until a committee met.
