Fiscal court approves multiple contracts, hires, grants and appointments

During its Aug. 21 meeting, the Daviess County Fiscal Court approved a slate of contracts, grant actions, personnel moves and appointments.
Procurements and capital projects: Miss Sturgeon reported bids and recommended awards for multiple projects. The court approved awarding the transfer-station concrete pad contract (Bid #2526-06) to Kilometers Construction Services LLC for $778,000 to construct a concrete pad for construction and demolition debris at the Grimes Avenue transfer station. The court also awarded the Operations Center roof replacement (Bid #2526-09) to Paramount Roofing for $134,900 to replace roofs at the administration building, animal shelter and two sheds; Miss Sturgeon said the cost will be offset by insurance reimbursements related to the March hailstorm. A sole quote from EFI was approved for Griffith Station Road guardrail replacement (SMA #2526-14) at $31,409.50 following April 25 flood damage. The county also approved RFQ #2526-15 to Indian Creek Shooting Center for clay targets for the Mattingly target shooting range at $24,480.85.
Grants and road funds: Treasurer Johnson recommended approval of a rural secondary flex program agreement (Resolution 15-2025) with the Kentucky Transportation Cabinet. Under the arrangement KYTC will reimburse the county up to $448,000 for selected roads (Maseville Habit, Millers Mill and West 5th Street Road). The court approved a GRAMA litter abatement program grant application; Johnson said the exact eligible funding amount will be determined after Nov. 3, 2025 and must be used for direct litter-abatement expenses in calendar year 2026.
Personnel and appointments: The court approved personnel actions including reclassifying Colton Lanham to crew leader (effective 08/31/2025) and Jared Mattingly to truck driver (effective 08/31/2025) and approved hires for firefighters Luke Eason, Chandler Freels and Carson Montgomery upon successful completion of pre‑employment screenings. The court also approved joint appointments to the Owensboro–Daviess County steering committee for a drug-and-alcohol-addiction-free community: Rebecca Horn and Brooke Arnold (terms effective 09/01/2025–08/31/2028). The court reappointed Kathy Mattis to the Daviess County Library Board for a term from 09/14/2025–09/13/2029.
Votes on these routine items were taken by motion and voice; commissioners and staff thanked department employees and community volunteers for recovery and clean-up efforts.
What’s next: Contracts will proceed according to procurement terms; grant awards and reimbursements will be finalized after the cited dates. Personnel actions are effective on the listed dates pending screenings and administrative processing.
