Delaware County supervisors approve series of resolutions, set hearing on youth hunting law

The Delaware County Board of Supervisors convened and approved a slate of resolutions addressing proclamations, budget amendments and appointments before moving into an executive session on contract negotiation.
Among actions Tuesday, the board approved a proclamation recognizing "Sheriff's Week," naming Sheriff Craig Estimone and commending the sheriff's office for its role in law enforcement and corrections. "Now, therefore, be it resolved that the Delaware County Board of Supervisors do hereby recognize the important services provided to the citizens of this county of Sheriff Craig Estimone and the members of the sheriff's office," the proclamation reads on the record.
The board adopted Resolution 150, a 2025 budget amendment to accept SNAP-Ed funds and related opportunity-aging programming, and approved Resolution 151, a 2025 budget amendment transferring funds for the Department of Mental Health. During discussion of the mental-health item, a director's message was read noting that the relevant local program had two participants this past year, one of whom was released last week and the other of whom might exit in October, potentially reducing enrollment further.
The board reappointed Jim Ellis as deputy chairman by motion and voice vote. A separate appointment, Resolution 153, reappointed the director of Real Property Tax Services (Position 2) and was also carried by voice vote.
The board approved Resolution 152, described on the record as an agreement involving tax certiorari proceedings among the Town of Delhi, the Delaware Academy Central School and commercial entities identified in the record (transcript lists the parties as "Secuto Cheese USA and Birds Kits LLC"); a member asked for clarification about the entity names before the vote.
The board designated the Delaware County Department of Economic Development as the county's tourism promotion agency for 2026 (Resolution 155), authorized disposition of veteran-service agency personal property no longer needed (Resolution 156), and proclaimed October 2025 as National 4-H Week (Resolution 157).
The presiding officer announced a public hearing has been set for Local Law Intro No. 2 of 2025, which would "authorize 12 and 13 year old licensed hunters to hunt deer with a firearm or crossbow during hunting season with the supervision of an adult licensed hunter." The hearing is scheduled for Oct. 8 at 1:05 p.m. at the County Building.
Before concluding the public portion of the meeting the board voted to enter executive session for contract negotiations.
