The Cromwell School District reported a preliminary fiscal-year surplus of about $448,000 as administrators work to close out purchase orders and finalize the budget.
Chris (district business official) said the surplus could increase as outstanding encumbrances are cleared. The board was told that the surplus stems largely from conservative spending in salaries and benefits, technical services, and favorable special-education reimbursement outcomes.
Administrators also warned that roughly $1 million in federal Title funding could still be at risk because the district is party to an ongoing Office for Civil Rights (OCR) matter; the district has not received confirmation that the funds have been deposited. "We haven't heard anything from the federal government," a district leader said, noting the district remains in a state of uncertainty until deposits appear in the system.
Board members discussed whether to use a portion of the surplus under the district's 2% carryover rule to contribute to needed track repairs. Several members urged coordination with the town Board of Finance before committing funds, citing the unknown outcome of the OCR matter. One board member estimated the special-education reimbursement swing—from an earlier 59% projection to about 72% at year-end—translated into a recovery on the order of a few hundred thousand dollars.
The board asked staff to finalize the year-end closing numbers and return with exact figures at a future meeting; any decision to commit surplus funds to capital work (such as the track) will be coordinated with the Board of Finance.
